In facing the competition, Indonesia should have improved the quality of reliable
human resources that can be a competitive advantage for developing countries like Indonesia
in order to gain benefits from globalization era. Every company is required to manage its
human resources focusing on their effective & efficient application. Skilled human resources
owned by a company will provide certain advantages. Likewise, one Government Agency
named Regional Development Agency Surabaya-Madura has been appointed as an institution
authorized and responsible for developing the Surabaya-Madura regions. This research is
intended to gain knowledge of the effects of human resource practices on turnover intention
in Regional Development Agency Surabaya-Madura (BPWS) by applying organizational
commitment and organizational engagement as intervening variables.
This research applies quantitative approach, which is descriptive and associative. The
population in this study includes all permanent employees of BPWS. The sampling method
used is proportionate stratified random sampling. The data in this study are primary data.
Data analysis techniques applied in this research is Path Analysis, using SmartPLS program
This research establishes that employee turnover intention on regional development
agency Surabaya-Madura (BPWS) are not immediately affected, either directly or indirectly,
by human resource practices.
